SHOPPING

The Pet Shop Boys (Neil Tennant and Chris Lowe) formed in London in 1981 and have sold more than 50 million records worldwide and were listed in the 1999 edition of the Guinness Book of Records as the most successful duo in UK music history. With 4 number ones and 22 top 10 hits in the UK singles chart, the band made a significant impact on the 1980s music scene. Their 2nd studio album Actually is a loose criticism of Thatcherism and was regarded as one of the best albums of the 1980s and featured the track Shopping; a parody of privatisation under Margaret Thatcher.

Shopping (actually getting out and shopping) is something that we have been able to do again over the past 2 weeks and 12th April was another very important milestone on the roadmap to unlock the economy.

Footfall figures for the Eden shopping centre in High Wycombe were very encouraging on the 12th and this has been maintained over the past couple of weeks with a wide range of stores reporting better-than-expected trading. M&S was particularly strong and performed the best in the region out of more than 200 stores. Clarks was fully booked for the entire week with fittings for schoolchildren!

The next important milestone is 17th May, but judging by activity generally the economy has moved up several gears already and a range of growth forecasts have been revised upwards. According to the Office for Budgetary Responsibility, the economy is forecast to grow next year by more than 7%, the fastest rate since records began in 1948.

There is no doubt that the mood of the country is buoyed significantly by the pace of the vaccination rollout and the protection this offers, both in health and economic terms; but we can’t ignore the global crisis that is ongoing and in India and Brazil in particular there are potentially serious consequences for the global economy and Covid will have a very long tail.

I am delighted to announce the opening of a new division; Chandler Garvey Residential. For many years we have been selling and buying residential development land and office buildings, for conversion to residential, under permitted development rights; but this new division will also deal with new-home sales and we will be building on the residential block management that we already undertake stand-alone or as a white label service for developers.

We have a number of exciting residential projects on the go currently and more in the pipeline and I’m looking forward to telling you more about our first new-home sales project. We have a new page on our website that tells you more about what we are up to.

Uplyme House, 35 Amersham Road, High Wycombe | Case Study

Acting on behalf of the Royal Grammar School, Chandler Garvey was appointed to assess the development potential of a substantial 6 bedroom residential property that was being used for teacher accommodation but that had fallen into disrepair and was no longer fit for purpose. Over a period of time we worked with the school to develop a number of scenarios, working with planning consultants, leading to the grant of a planning consent for 14 apartments. We then took the development opportunity to a select number of developers and it was bought by Ridgepoint Homes and they completed the development in the spring of 2021.

Glynswood, Green Hill, High Wycombe | Case Study 

We took a call from a private landowner about 6 years ago, who owned a 5 acre site on the northern edge of High Wycombe that form part of the Green Belt and AONB but adjacent to existing housing. This call coincided with a call for sites generated by the review of the Wycombe Local Plan, where the local authority had asked landowners to identify sites that might be suitable for redevelopment in the future. Chandler Garvey made a submission to this process and at the same time started an off market dialogue with a well-known regional housebuilder about an option agreement, in the knowledge that it would take some years and significant cost to bring the site forward for development and the landowner was unable to fund these costs. With an option agreement in place, the site was promoted for development and eventually the local authority included the site within the draft Local Plan is a site suitable for up to 50 dwellings and the plan was adopted in 2019. A full planning application is currently under consideration, but the principle of development has been established.

Graduate Surveyor opportunity

Chandler Garvey is looking to recruit a Graduate Surveyor to work in our High Wycombe office.

Working alongside the Managing Director and Professional Services Department, this will be a fantastic opportunity for anyone interested in becoming an experienced surveyor.

The role will be varied, focusing on valuations, rent reviews, lease renewals, development and investment agency and a range of general practice work ideally suited for the APC.

The right candidate will be enthusiastic, motivated, hungry to learn and will have excellent communication skills and an ability to work under pressure and educated to a degree standard with a recognised RICS accreditation.

Changes to the rules of converting offices to residential use

Permitted Development (PD) rules for converting offices to residential use are changing and a new Class MA comes into effect on 1st August  limiting PD office conversions of buildings over 1,500sqm (circa 16,000 sf) GIA.

Clearly this will have an impact on the larger office assets where vendors have been looking to protect their assets by relying on PD as their exit strategy – unfortunately for them time is running out!

Making seamless payments with Chandler Garvey

We have embraced Xero for our cloud-based accounts software and now have also integrated Stripe to enable us to take payments easily – why not give it a try?

With the Stripe and Xero integration, your customers can pay your invoices using their preferred credit or debit card.

Auto pay allows you to set up and receive recurring card payments for repeat billing customers, meaning you can get paid on time, every time, and your customer does not need to keep track of your invoices.

If you use Stripe to accept online payments from Xero invoices, you can set it up from within Xero. Wherever you receive payments via Stripe, whether via Xero invoices or an ecommerce store, you will automatically see the transaction data flow into Xero using the Stripe feed. Payments and fees are automatically matched to the correct invoices and accounts, so the transaction is reconciled, and your business data is more insightful.

Chandler Garvey trials Forsite!

Chandler Garvey has partnered with New Zealand based software company, Forsite, to trial their health and safety management software across some of the larger managed sites.

Effective from 1st April, our contractors are now required to check-in when on site via an app on their phone, to confirm the nature of their visit and the work they are undertaking. The induction process also captures all pertinent health and safety information and allows us to pre-warn personnel of any live hazards or issues in real time.

The software represents a step change in Chandler Garvey’s ability to manage health and safety on site and we’re excited to be working with Forsite, and developing the platform.

Solution for lifting commercial tenant eviction moratorium

Leading UK REITs British Land and Landsec, in partnership with the British Property Federation, have joined forces to create a practical solution to lifting the ongoing moratorium on commercial tenant evictions.

On 10th March the government extended the moratorium on commercial property tenant evictions to at least the end of June.

The review of commercial landlord and tenant legislation is considering a broad range of issues including the Landlord & Tenant Act 1954 Part II, different models of rent payment, and the impact of coronavirus on the market.

The government introduced the ban in April of last year to prevent tenants unable to pay rent from being evicted. British Land and Landsec say the moratorium was an important temporary measure at the time it was first introduced and now the time is right to look at withdrawing the moratorium in a way that protects businesses.

The phased approach would involve the moratorium ending on 30 June 2021, with normal market operation resuming from this date. Any rent billed on or after June quarter day (25 June) will not be ring-fenced alongside historic arrears but payments owed from before this date (March 2020-May 2021) would be ring-fenced with the moratorium remaining in place with respect to those arrears.

Landlords and tenants would then have until December 2021 to agree concessions where appropriate.

Under the proposals payments could be deferred until after this date as long as an agreement has been reached. Where an occupier and property owner are unable to reach a settlement, they would submit to binding arbitration and then an enhanced code of practice would support all parties in reaching a fair outcome.

What is clear is that the solution is not being set up as a statutory deferment of payment obligations, but simply extends out the current restrictions on the use of statutory demands, winding up petitions, and forfeiture.
